Wala huya si Catalogo nga maghambal sa media outlets nga NPA ang nagtiro-patay kay Barangay Kagawad Reynaldo “Jimmy” Jacolbe sang Barangay Puso, La Castellana sadtong Mayo 1 sang gab-i sa pihak sang opisyal nga pahayag sang LPC-NPA sa pagkondenar sa may kahimuan sang sini nga krimen. The Apolinario Gatmaitan Command-New People’s Army Negros Island Regional Operations Command (AGC-NPA) condemns in the strongest terms the cold-blooded murder of six Negrosanons by reactionary state forces from January to April of this year. The most recent is the extrajudicial killing of a Negrosanon farmer by elements of the Armed Forces of the Philippines (AFP) and Philippine National Police (PNP) in Barangay Quintin Remo, Moises Padilla, Negros Occidental on April 4, amid the worsening hunger and poverty in farmer communities due to the impact of El Niño.

According to the victim’s mother, 62nd IB soldiers and elements of the 2nd Negros Occidental Provincial Mobile Force Company (2NOCPMFC) killed her son, farmer Marlon Catacio, 24 years old. The same reactionary state forces first went to the Catacio family’s home in Barangay Quintin Remo, around 2:00 in the morning, April 4. His younger brother guided them to where Marlon was staying for the night as he was making charcoal to provide for their family’s needs.

Butcher soldiers and policemen captured Marlon at his relative’s house in Sitio Ngalan, still in Barangay Quintin Remo, and took him away to a secluded area. After making sure that no one can witness their heinous crime, around 5:30 in the morning, they shot Marlon to death. Media reported that his body sustained gunshot wounds on the head and body that caused his death. To cover up their heinous crime, reactionary state forces recycled their “encounter” script and planted firearms and war materiel near Marlon’s dead body.

The Leonardo Panaligan Command-NPA Central Negros Guerrilla Front already issued a statement on the improbability of an encounter since there was no NPA unit in the said area during the time.

Marlon’s state perpetrated murder is the fourth incident of extrajudicial killings in Negros Island this year. He is the sixth Negrosanon killed by reactionary state forces just in the first four months of 2024.

The first incident was on January 2 at Purok Sab-a, Barangay Montilla, Moises Padilla where father and son, Gudofredo and John Albert Templatura were murdered by CAFGU member Donan Sosia, he was a personnel under the 62nd IB.

The second incident was at Sitio Gomez, Barangay Sag-ang, La Castellana, Negros Occidental on January 17. Bernard Torres and Boy Baloy were taken by 62nd IB soldiers from the house where they were staying. They were subjected to torture while under interrogation by the soldiers and were then shot to death. They were victims of red-tagging in Guihulngan City, Negros Oriental that forced them to flee their homes and seek refuge in La Castellana. Like Catacio, the 62nd IB faked an encounter and tagged the two as NPA casualties.

The third incident took place at Sitio Mansulao, Barangay Pinapugasan, Escalante City, Negros Occidental on February 21. Jose Caramihan, a local farmer, was killed by 79th IB soldiers during their combat operation. Again, similar to Catacio, he was tagged as an NPA fighter and was included in the casualties of an armed encounter between said fascist soldiers and Red fighters that day. The Roselyn Jean Pelle Command had already shed light on Caramihan’s death and this coincides with the family’s statement, but shameless AFP mouthpieces still parrot their worn-out script.

Fake encounters have alarmingly doubled this year. There are already 12 fake encounters from January to the first week of April used to whitewash AFP/PNP crimes such as salvaging of farmers, indiscriminate firing and aerial bombing; to hide a mis-encounter between reactionary state forces; and to fabricate false victories and accomplishments of reactionary state forces and the National Task Force (NTF)-Elcac. In 2023, out of the 22 fake encounters in Negros Island, six were within the same time period.

Meanwhile, 11 cases of extrajudicial killings victimizing 11 farmers and eight hors de combat revolutionaries last year were covered-up using a fake encounter script.

The US-Marcos II regime reeks of desperation as it is out of breath from carrying out the impossible impositions of imperialist warmonger master, the United States. It further abandons the Filipino people in an ever worsening socio-economic crisis exacerbated by the El Niño and unleashes an anti-people campaign of suppression especially in the countryside.

Here in Negros Island, aside from the scorching heat, the Negrosanons are facing the torrid rampage of the butchers and thieves of the AFP, PNP, and NTF-Elcac. Instead of backing down, however, the masses are burning with passion to demand for genuine justice and peace. The flame of the revolution remains alight.

With the masses pent-up anger at the ruling class and their fascist tools in the military and police, they continue to rise up to ardently defend their rights and welfare. Unwittingly, heightening state violence has given the people all the more reason to fight and wage revolution. They are more and more are enticed to join the NPA.###

Justice for the Bilar 5!

Kabataang Makabayan (KM)-Negros expresses its utmost rage and vehemently condemns the 47th Infantry Battalion and Bohol Provincial Police Office upon confirmation that there was no encounter last February 24 in Bilar, Bohol, but another cold-blooded massacre of captured revolutionaries. We demand justice for victims Domingo Compoc, Hannah Cesista, Parlito Historia, Marlon Omosura and Alberto Sancho.

According to recent information, the five Red fighters were captured by the AFP’s 47th IB and PNP Bohol in Sitio Matin-ao 2, Barangay Campagao, Bilar, Bohol. Thus, they should have been afforded their rights as prisoners of war as stated in the third 1949 Geneva Convention, in Additional Protocol 1 of 1977 and under the GRP-NDFP Comprehensive Agreement on  Respect for Human Rights and International Humanitarian Law (CARHRIHL). As neanderthal goons of the elite however, the AFP and PNP tussled over the reward money of Domingo Compoc and committed their business-as-usual scheme of torturing and eventually brutally killing hors de combat.

Compoc was suffering from arthritis and old age, and was stabbed to death in front of villagers. Cesista, along with Compoc and the other victims, was made to crawl in the mud until the fascists decided to kill her as well. There was no encounter to begin with, only a showcase of the wanton violent nature of the AFP and PNP against the defenseless.

The reactionary state continues their brutal streak of massacres of hors de combat and civilians in the hope to threaten the masses. We also condemn the killing of farmer Jose Caramihan in Sitio Mansulao, Barangay Pinapugasan, Escalante City last February 21. He was murdered by the 79th IB and paraded as a NPA casualty after an encounter with Red fighters. These kinds of mercenary gestures only show the people that the illusion of peace propagated by the AFP, PNP, and NTF-Elcac is ridden with blood.

Thus, like Cesista, more youth are enticed to join the NPA after being disillusioned of the pseudo-democracy indoctrinated by the ruling class in our educational system. It is not a waste for a lawyer to go to the countryside and defend the oppressed and exploited. Utter waste and garbage should be used to describe the 47th IB and the reactionary state as a whole, who are in truth the ones capitalizing upon their murders to keep up with their twisted sense of besmirching the revolution that they cannot defeat and instead always end up expanding.

The revolutionary youth of Negros have not forgotten the brutal murder of National Democratic Front consultant Ericson Acosta and peasant organizer Joseph Jimenez at the hands of the 47th IB in Barangay Camansi, Kabankalan City on November 2022. The 47th IB is also accountable for separate incidents of extrajudicial killing of farmers Jonel Bayno and Rogelio Lacton who were taken by the 47th IB from their homes and were only seen by their families as cadavers left along the road in the hinterland of Sipalay City on May 2023. This same butcher battalion massacred five hors de combat, including a pregnant woman, and a tricycle driver on September 21, 2023 at Barangay Tabugon, Kabankalan City.

As we pay our highest tributes to the Bilar 5, KM-Negros also vows to continue expanding and consolidating its ranks to strengthen the revolutionary movement. We take inspiration from the likes of Rachelle Mae Palang, Nikka dela Cruz, Cheene Dacalos and Hannah Cesista, and the rest of the radical and progressive youth who chose to join the armed struggle and offer the highest form of sacrifice for the interests and welfare of the exploited masses.###

Si Ka Jandy ang ehemplo sa mga biktima sa kabangis sa estado nga maisugong nisukol isip inahan, asawa ug igsuong babaye. Si Ka Jorge, sa pikas bahin, ang ehemplo sa mga batan-ong biktima sa dunot nga kultura nga gustong bag-uhon ang sistema nga nanukad sa pagbag-o sa kaugalingon diha sa pag-alagad sa katawhan.

Kinsa si Ka Jandy?

Si Emarie ‘Ka Jandy’ Pastidio, 27 anyos, nga nailhan usab sa iyang mga kauban ug mga masa isip Ka Janine ug Ka Venus, ang naggikan sa Barangay Jonob-jonob sa syudad sang Escalante. Naggikan siya sa hut-ong tunga-tungang mag-uuma diin ang panginabuhian sa ilang pamilya produkto sa pakigbisog. Ang ilang pamilya ang aktibo kaniadto sa rebolusyonaryong kalihukan ug pinaagi diri nakaila man siya sa rebolusyon.

Sa iyang mas sayong edad, aktibo si Ka Jandy sa pag-organisa sa pareho niyang batan-on pinaagi sa kultural nga grupo nga Teatro Obrero. Diri niya napalawman ang kadunot sa sistema. Kaniadtong 2018, gidakop siya sa mga pwersa sa estado sa usa ka reyd, kuyog ang usa pa ka batan-ong organisador sa Teatro Obrero, sa syudad sa San Carlos, Negros Occidental. Diri niya unang nasinati ang kapintas sa estado. Sa dakung gabie, gipahapa sila sa gipuy-an sa hulmigas, ayha gidala sa Battalion HQ sa Sagay City, Negros Occidental ug gi-psywar ug gi-torture. Tungod sa pagpangusog sa pamilya ug kalihukang masa, napagawas ang 22-anyos nga si Ka Jandy ug ang iyang kauban.

Tungod sa nasinati sa kamot sa kaaway, nagpasakop si Ka Jandy sa NPA human makagawas. Dakung tampo ang nahimo ni Ka Jandy sa pagbuslot kaniadto sa bukirang bahin sa Don Salvador Benedicto, Negros Occidental ug sa San Carlos City.

Sa dugang hagit sa panahon, kaniadtong Enero 13, 2021, naningkamot si Ka Jandy nga dili madakpan sa pasistang kamot sa #DiMasaligan79IB ug sakit-sa-buot nga gibilin ang duha ka bulan nga si Baby Marx Cairo sa usa ka pamilya sa Barangay San Fernando, Talisay City, Negros Occidental. Apan, human sa pila ka adlaw nga pagtago, naabtan siya ug nalibutan sa pasistang kaaway og nahitabo ang iyang gikahadlokan nga masinati—gidagit, gi-tortyur ug gi-rape si Ka Jandy sa mga berdugong militar. Kinsa si Ka Jorge?

Si Joshua ‘Ka Jorge’ Sultan, 19 anyos, taga-Barangay Winaswasan, Calatrava, Negros Occidental. Naggikan sa pamilyang tunga-tungang mangunguma nga nag-atiman sa ilang gamay’ng katubhan ug halos nagsalig sa inadlaw nga obra sa katubhan o sa pagtapas-karga. Nakasinati sab si Ka Jorge nga mulangyaw sa laing dapit para motrabaho sa konstruksyon. Diri niya nasinati ang pagsulod sa lain-laing bisyo. Sa iyang mga nakuyog sa tapas-karga, nailhan siya sa iyang pagkasiaw.

Sa dihang naglihok ang mga kaubang Hukbo sa ilang dapit, hinay-hinay niyang nailhan ang rebolusyonaryong kalihukan ug ang Hukbo isip tigpanalipud sa mga kabos. Diri niya naresolba ang kaugalingon ug nagdesisyon nga mukuyog sa mga kauban.

Nisulod si Ka Jorge sa NPA kaniadtong Mayo 2023. Sa iyang pagsugod sa serbisyo, makita sa iyaha ang pagkadesididong mokat-on. Palangisi siya ug dili maulawon sa pakiglambigit sa masa. Aktibo man siya sa mga pagtuon ug pagbansay. Masaligan sa mga kaubang manggugubat si Ka Jorge sa paghimo og ruta ug isip instruktor sa literasiya ug numerasiya (LitNum). Daku siya’g natampo sa mga aksyong militar nga nalunsad.

Gikaguol sa tibuok rebolusyonaryong pwersa ug kaalyado ang kamatayon sa duha ka batan-ong rebolusyonaryo. Ang ilang sakripisyo, mga tampo ug hilabi na ang ilang kinabuhi dili mausik ug gani ipasiguro sa mga kaubanan nga mapadayon kini hangtud nga ang atong damgo nga tinuod nga kalinaw, hustisya, demokrasya ug kagawasan makab-ot sa tibuok katawhan ug dili na mahimong biktima susama nilang Ka Jandy ug Ka Jorge.

Dakung bakak nga si Ka Jandy usa ka “child warrior” o batang manggugubat. Si Ka Jandy 22 anyos sa panahon nga nadakpan niadtong 2018 sa wala pa siya nisulod sa NPA. Walay nahitabong engkwentro didtong dapita aning panahona. Ang kamatuoran nga dili malipod, biktima si Ka Jandy sa pasismo ug brutalidad sa militar.

Dakung bakak nga si Ka Jorge anak sa usa ka NPA. Ang ilang gipasangil nga bata sa NPA, wala sab gi-reskyu sa #DiMasaligan79IB, gani, sukwahi pa sa gisapubliko. Ang giingong si Michael ug ang iyang mga igsuon gi-hostage sa #DiMasaligan79IB  para mapasurender ang mga ginikanan. Gi-videohan sa militar ang mga bata ug pugos nga gipasulti sa gi-andam nga script ayha gibuhian sa mga pasistang sundalo.

Kabataang Makabayan (KM)-Negros gives its firm red salute to Hannah Jay “Ka Maya” Cesista, along with Domingo “Ka Silong” Compoc, Parlito “Ka Aldrin” Segovia, Marlon “Ka Darwin” Omosura, and Ka Juaning, who were martyred after an encounter between Red fighters of the New People’s Army (NPA)-Bohol and combined fascist troops of the Bohol Police Provincial Office and 47th Infantry Battalion last February 23 in Barangay Campagao, Bilar, Bohol.

We extend, as well, our sympathies to their families and the broad masses of workers and peasants whom they chose to fight for to their last breath. We mourn the loss of such valiant comrades, but grief shall serve as fuel to the revolutionary flame in our hearts that can never be extinguished until the national democratic aspirations they offered their lives for are achieved.

We particularly raise our fists to our fellow youth, Hannah Jay “Ka Maya” Cesista, whose revolutionary martyrdom serves as inspiration in expressing our militancy through joining the ranks of the NPA. Her pursuit of championing human rights took her to the difficult path of armed struggle after witnessing state fascism and terrorism and, by extension reactionary law, as but utilities of the ruling class to exploit and oppress the people.

Ka Maya offered her expertise and intellect to strengthen the revolutionary ranks of the NPA in Bohol, serving the people wholeheartedly. Despite the incessant smear campaign of the Armed Forces of the Philippines, Ka Maya’s life was far from wasted. In fact, she has proven, along with the thousands of martyred Red fighters, that the revolution continues through the ceaseless flow of new blood from the youth who are radicalized in the cities and the countryside, eager for genuine national democracy and lasting peace.

In this semi-colonial and semi-feudal society, it is both just and necessary to revolt against imperialism, feudalism, and bureaucrat capitalism. Fellow youth, let us succeed Ka Maya’s revolutionary aspirations that can only be realized through a people’s democratic revolution.

Bishop calling for investigation of successive killings

Independent institutions and the Commission on Human Rights (CHR) should seriously investigate the killings in Negros especially the death of six individuals in Kabankalan City, Negros Occidental. This was the statement of Bishop Gerardo Alminaza of the Diocese of San Carlos last September 27. According to Bishop Alminaza, in the International Humanitarian Law (IHL) civilians and hors de combat alike are protected and they have rights that must be safeguarded. He clarified the term “hors de combat” used in the IHL which describes a person who cannot fight due to being sick, wounded, captured or incapacitated. These persons are not allowed to be attacked or harmed because they pose no threat. He added that the core fundamental principles of IHL are: distinction between civilians and combatants, prohibition to attack those hors de combat (i.e. those not directly engaged in hostilities), prohibition to inflict unnecessary suffering, the principle of military necessity, and the principle of proportionality. Alminaza also urged: stop making Negros a killing field and don’t kill non-combatants and civilians. At the end of his statement, he quoted Fr. Niall O’Brien, a Columbian Missionary for 20 years, “Violence has a source, and that source is injustice. Violence is the fruit of the tree of injustice and hatred is its evil flower. If we sow seeds of injustice, we reap violence. If we want to remove violence, we must first remove injustice.”
